2011 POJGA Rules & Policies
Rules
USGA Rules will govern all play except where local rules take effect.
General Conduct
- No profanity/excessive noise
- Do NOT abuse the golf course
- No throwing or slamming golf clubs or equipment
- The use of tobacco by players is strictly prohibited
- "No Shows" will not be tolerated. Players failing to call and withdraw, prior to the event, will be suspended from the next event
Penalty Procedure
- 1st offense - 1 stroke penalty
- 2nd offense - 2 stroke penalty
- 3rd offense - Disqualification and suspended for 1 year
Violation of conduct rules will result in suspensions from future tournaments. If the act in question affects the play of others, the player in question will be disqualified under equity.
Proper Golf Attire Required (Strictly Enforced!)
- No denim jeans, denim shorts, cut offs, or swimsuits
- Hats, if worn, must be worn as designed
- Shorts must be Bermuda length
- Shirts must have a collar and be tucked in (No tank/under shirts)
The committee reserves the right to make rulings and ask a player to leave the golf course because of inappropriate attire.
Rule Reminders
- Each player must be able to identify his/her ball at all times; make sure your ball is individually marked
- If your ball could be lost or out of bounds, you should play a provisional ball and announce your intentions (you cannot play a provisional ball for a ball hit into a water hazard)
- If you have doubt to the proper procedure you can always play out the hole with a second ball (announce your intentions and inform your competitors which ball you want to score with, and regardless of the outcome bring the results to the committee)
- Players must maintain a PACE OF PLAY. Violators will be penalized under USGA Rule 6-7
- Make sure you understand the differences between information and Giving/Receiving Advice. Rule 8
- Sign and attest score cards:
- Immediately upon completion of the round
- Player is responsible for hole-by-hole score not totals
- Any player can be disqualified for intentionally allowing another player to return an incorrect scorecard
Cart Policy
Competitors must walk, NO CARTS! Pull/push carts, however, are acceptable.
Pace of Play
A player will be subject to penalty if he/she delays play or contributes to causing his/her group to delay. The expected pace of play for players is 4 hours and 20 minutes (for 18-holers). A group must be out of position to be warned by an official. In order to be out of position, the player must be in violation of both the following: a) An open par-3 or par-4 hole, or when all of the preceding group is on a green on a par-5 hole; b) When the elapsed time for the round on a per-hole basis exceeds the allotted time in which all groups are expected to play, i.e., "time-par."
40 SECONDS is the time allowed for each shot for a player out of position. Ten seconds extra is permitted for the first to play on par-3's, first to hit second shots on par-4's and par-5's, and the first to play from on or near the green.
Violations:
- One bad time - no penalty
- Two bad times - 1 shot penalty
- Three bad times - 2 shot penalty
- Four bad times - Disqualification
Players will NOT lose their BAD TIME even if the group regains its position.
Five Holers Only: Players may pick up after a score of double-par. This is the scoring policy that will be used at All-Stars
Five holers must be accompanied by a parent/chaperone. Groups must include a scorer, a parent or volunteer.
Parents and Spectators
We do not allow caddies. Spectators can NOT give advice. Therefore, and advice given by a parent/spectator would result in the player being penalized. We want to avoid this because it is unfair to penalize a junior for a rule that has been broken by a parent/spectator.
Keep your distance: Spectators are required to stay off the fairways and maintain a distance of 30 yards from competitors.
Rules of Golf: Rules are not advice. If a parent KNOWS a rule, it is acceptable to inform a player of his/her options. In such a case, if the spectator is incorrect, the player is responsible.
Spotters: Spectators are welcome to spot for players. It is very helpful with pace of play and completely within the Rules of Golf.
Divisions
Boys Division
- Pee Wees: Ages 8-9 - Special tees: 5 holes
- Mini Tour: Ages 10-12 - Red tees: 9 holes
- Players: Ages 13-14 - White tees: 18 holes
- Tournament Players: Ages 15-18 - Blue tees: 18 holes
Girls Division
- Little Ladies: Ages 8-10 - Special tees: 5 holes
- Ladies M-Tour: Ages 11-13 - Red tees: 9 holes
- Ladies Tour: Ages 14-18 - White tees: 9 holes
There WILL be a division of Girls that play 18 holes. Please contact Adam Relan for details. All divisions will have a maximum hole score of double par + 1.
All Stars
Individuals qualify for All Stars by participating in Chapter tournaments and accumulating points based on finish. Each chapter will field a team of no more than 14 players using the following criteria: BOYS DIVISION - 2 from each age group; GIRLS DIVISION - 2 from each of the girls' age groups.
- Vacancies will be filled from the next available qualifier in the division age group in question
- Ties: Points will be combined and split for tournaments where a tie exists. If at the end of the season there is a tie for total points accumulated, ties should be played off on the course to determine which player will advance to the SCJGA Thomas D. Todd All Stars Championship
Minimum Participation: All Star qualifiers must have played in a minimum of 6 chapter events to advance to All Stars. This number could change if a chapter event is cancelled due to inclement weather.
All Star Team Competition
- The team score is computed using the best score of the two players in each age group. The team score is the aggregate (total) score of the best scores
- Chapters can complete without a full field
All Star Individual Competition
- Stroke play in seven age groups
- Trophies awarded for five places in each age group
- In the event of a tie for first place in each age group, a sudden death play off will be held starting on a hole determined by The Committee. Ties for other trophy positions will be settled on the card starting with last round, then last 9 holes, last 5, last 3, and last hole. If there is still a tie, a second trophy will be provided.
